He was a Houston Police Officer for 24 years and was the first to retire from the motorcycle division. He was in the Houston Mounted Patrol and was featured in a police movie. The retirement citation from Houston City Council reads "Officer Cooper has compiled an enviable record, never once bringing discredit upon himself, the Police Department or the City of Houston." He worked in security at the Houston Intercontinental Airport for many years after his retirement from the police department. He died on 12-Mar-1994 at New Caney, Montgomery County, Texas, at age 90. He was buried at Hebron Cemetery, DeWitt County, Texas.
